Project Description:

The Carroll Street Improvements project is designed to improve traffic operations and safety of approximately 1,700 feet (0.33 miles) of the existing Carroll Street from West of Lehigh Avenue to East of Sample Street. The project includes the construction of roadway safety improvements, pedestrian improvements, mast arm signalized intersection, pavement widening, milling and resurfacing, signing and striping, mobilization, maintenance of traffic, drainage improvements, and TOHO utility relocation along Carroll Street. The intersecting Lehigh Avenue and Sample Street roadways are also to be reconstructed south of Carroll Street to accommodate the Carroll Street drainage design requirements while also providing a resurfaced roadway.

The roadway design configuration will provide for 66-foot-wide roadway west of US 441 consisting of six (6) total lanes including: two (2) 11-foot-wide westbound through lanes, two (2) 11-foot-wide eastbound through lanes, two (2) 10-foot-wide eastbound turns lanes on to northbound US 441, and one (1) 2-foot-wide concrete traffic separator. East of the US 441 intersection, the roadway will consist of five (5) total lanes including: two (2) 11-foot-wide westbound through lanes, two (2) 11-foot-wide eastbound through lanes, one (1) 11-foot-wide westbound turn lane on to southbound US 441, and one (1) 2-foot-wide concrete traffic separator.

Sidewalk improvements will be implemented to provide pedestrian access in both directions by eliminating existing sidewalk gaps and constructing new where required within the project limits. The eastbound and westbound directions will consist of a six-foot-wide concrete sidewalk. All pedestrian facilities shall adhere to current Americans with Disabilities/Accessibility (ADA) standards.
